Voices from the Margins to the High Level Panel

The Millennium Development Goals (MDGs) reduced people’s lives into separate goals with discrete outcomes, rather than addressing interconnected problems and structural inequalities. An outcome-­based framework encouraged governments, NGOs and other actors to meet targets instead of addressing complex political structures that keep people poor and excluded. The post‐2015 framework must be based on a human rights approach that begins with the poorest and most marginalised, and links goals and targets into a coherent framework. This report was written following a Global Synthesis workshop where the Participatory Research Group (PRG) fed back the emerging results of their research with poor and marginalised communities.
